If last weekend is anything to go by Tri bikes are ridden by numpties who ride 100 mile sportives in aero helmets.
Apart from that, yes, a really steep seat tube angle that puts you further forward is supposed to make the switch from cycling to running easier. Something to do with the hip angle I think.
At the moment it's quite hard to tell TT and Tri bikes apart and they're often aimed at both markets. Now that the UCI are cracking down on the technical regulations I think the differences will become more apparent, as TT bikes will have to conform to the 3:1 aspect ratio, straight(ish) tubes, minimum saddle set-back from the BB etc. But tri bikes will still be able to use all the fancy aero gizmos.
