They are a replacement set of cranks for your bike (you'd want them on a spare bike though) which have an inbuilt clutch so that each crank works independently of the other. i.e. if you push down on the right pedal it won't make the left one come up. There are different models and some (which Paul H has) have a lock out so that you can lock the clutch and use them as normal cranks.
A couple of link below which will explain them better, but in short a training aid to help you pedal properly and smoothly and put out a more even power delivery through the whole pedal stroke.
